What this format is
Elevation setter: barometer drift or a missing DEM makes climbing look wrong. This rescales existing uphill so the total matches a known gain.
How to get the file

Does downhill change?
Uphill is scaled to hit the target gain. Downhill is left as-is.
Will Strava keep this elevation?
Strava may re-sample from its own DEM on upload. Garmin Connect is more likely to honour the file.
Does the file need altitude already?
Yes. This rescales existing elevation; it does not invent a profile from GPS.
